I am to inform you that if a proportion of the expenses of the Earl of ... in Hong Kong, as formerly permitted, are intended to be wasted, it was stated in yesterday's letter from this Department, that it will be possible to make some allowance of salary up to date of his departure.
It may be possible to allow Walter Bramkin half pay during his suspension; & the rest of the time half pay from date of his suspension, if the suspension is confirmed.
I am not authorised to payout people's half pay.
